Economic Drivers of Kumaon: Status, Issues, Challenges and Scope for Development

A Macro-Economic Analysis of the Determinants of Growth in the Kumaon Division, Uttarakhand, India

Abstract: The Kumaon division of Uttarakhand comprises six districts spanning roughly 21,034 square kilometres of the central Indian Himalaya and is home to some 4.23 million people. The region embodies a developmental paradox: it is rich in natural resources, biodiversity and cultural heritage, yet it continues to trail national averages on the principal indicators of economic wellbeing. This paper offers a macro-economic analysis of the determinants of economic development in Kumaon, examining agriculture and horticulture, tourism and hospitality, micro- and small-scale industry, forest and natural-resource-based livelihoods, labour migration, infrastructure and the institutional and policy environment. The analysis adopts a mixed-methods design that combines secondary quantitative data—drawn from the Census of India (2011), the Economic Survey of Uttarakhand, National Sample Survey material and departmental statistics—with qualitative field observations and a structured synthesis of the empirical research literature. The findings indicate that tourism, horticulture and micro-enterprise offer substantial and largely untapped growth potential, whereas chronic outmigration, a structurally imbalanced labour market, inadequate infrastructure, climate vulnerability and weak institutional capacity constitute binding constraints. The paper concludes with evidence-based policy prescriptions for sustainable and inclusive development, centred on value-chain development in agriculture and horticulture, climate-resilient infrastructure, skill development linked to local demand and the digital integration of rural economies.
